There are a lot sad people around though who DO complain about such-like. These people despite being weirdos and busybodies still pay rates like everyone else unfortunately so in such cases the council needs to act.

In this case I agree that given it was not a 'complaint' by a member of the public the officer must have had little to occupy his mid at the time to proceed with this!

I think Mr Marx is spot on like, I dont see how the Council can prove who committed the offence if Groovy has not admitted to it. The fact that the car was registered to him is not evidence of the offence. Groovy, you should ask Mr Marx to represent you at court! We could all go along and watch too! :laugh:
