While this has the possibility to be a good source of revenue on the article about the parties it clearly states over 16s only.It then goes onto say a glass of alcohol on arrival, have the licensing laws not reached the Vic yet which clearly states the purchasing or consumption of alcohol persons must be over 18.

Quite common practice as the drinks only apply to those who are of the proper age.
Under age attendees should have a different ticket issued.

When I was working there used be a Christmas party, basically a pi** up, I avoided them like the plague. The early part was ok with joviality then the drawings would be out then as the alcohol kicked in character assignations and some times blows were exchanged.
