The UAE and Qatar don't exactly get on at the minute, one of the reasons is the four states imposing the blockade see Qatar as too liberal and not archaic and backward enough. All of that stuff about not being hold hands or show any affection in public doesn't apply here you are just asked to show a bit respect.
