Don't hold your breath. I've used FOI to try and get information on a development project in my neck of the woods and councils will simply answer your specific question. If no proposal has been made they will simply say that. You might be better off to ask for dates and minutes of any meetings between representatives of HUFC and officers or elected members regarding redevelopment of Victoria Park and surrounding areas.
