Yes, a Rule 3 is a very good idea. Rule 3 should manifest itself as a secretly- operated, virtual ejector seat for posts that fall below a certain limit. Leniency will be shown to posters simply having a bad day but, on the whole, any post displaying sub-standard craic, or which hints that the writer thinks s/he is funny or interesting when they are neither, then pfffttt, off they go. No second chances or appeals.
