It could work of course, you just need to open the gate to the mill house in order to give access to toilets / food. Problem is that they would need to install some sort of barrier half way down.

Wouldn't a line of stewards and police do as a temporary measure? Give them something to do, especially if Chester only bring 50-100 fans.

use nets to cover 2 lines of seats just like any other ground that has half sectioned off!

Exactly or even the last section of the CK towards the rinkend and leave the whole of the rink end for us
