Most motorists are simply law abiding people who when speeding are concentrating a bit more on the road than the numbers on the big dial in front of them or that want to get somewhere a bit quicker.

The law knows that most of them have no criminal history and panic at the thought of being lablelled as a criminal with the burglars, smack dealers and kiddy fiddlers we share our oxygen with. Even a benefit cheat is a bigger waste of oxygen than a speeding driver.

But because the law knows these speeding motorists are inherently decent it attacks them because it knows people will panic when threatened with either pay up or get a possible criminal record.
