I think this section says it all, in other words nowt has been done and still a long way to go:

Thats what I thought, isnt people on the bunker involved with the Mill House? As this quote and the one John mentioned would lead me to believe that they would be one of the first "in the know" so to speak:

The Council hasn't agreed to sell the ground, in principle or in anything else.

The committee set up has come to some sort of agreement, maybes, according to the father vague story. However, any decision has yet to be made by the full council.
