I got one unlocked for 15 snods.

Apparently there's a difference between locked and blocked, the details of which escape me. Either unlocking or unblocking is allegedly illegal.

If a mobile has been blocked because it was lost/stolen, then it is illegal to unblock it (and very difficult if i remember rightly)

Unlocking a phone just means removing the service provider/network lock which is fine although it can apparently void your warranty in some cases
