In London, Arsenal, Chelsea,Spurs and West Ham can do it. Everton and Rangers can do it. Liverpool and Celtic cannot do it. This season Man utd can do it but don't want to. Arsenal have come closest to doing it, but haven't it would take Man City the longest to do it.

This might be a red herring, but it would take Manchester City longest to go through a list to find their last non English manager (Jimmy Frizzell).
Since then they have had eleven English managers on the trot, many of them international players.

A similar question to this was printed in a Sunday newspaper about three years ago and a lot of people came to the conclusion that it was just a wind up. There isn't an answer to it, but lots of people spent a great deal of time that could have been spent on more useful things, like varnishing the cat, or teaching the budgie to swim, trying to work it out, believing that it was a genuine question.

I'll go out on a limb here and predict that no one will come up with an answer that satisfies the conditions laid down in the question.
