First he dumped a load of crap around the Bamburgh Court area, and now at Clavering Play Area.
I've seen the guy who does it. He's riding around on a bicycle wearing a hoodie and towing a square metal trolley/cage with junk in.

If he is reading this I've reported you to the council.
Have some respect for other people.

This is one of my 'pet hates', the people who do this (if caught) should in my opinion suffer much greater penalties than they currently do. He's hardly likely to be reading this forum, probably beyond him anyway as someone whose prepared to commit these type of offences must surely be of limited intelligence.

Could be desperate for money , with some private landlord getting him to do his dirty work for a fiver cash in hand. Of course there could be lots of other reasons. It is a despicable crime , shitting in your own nest so to speak , dragging your community down. I feel the same way about litter , heavy fines and jail for persistent offenders , but we should also be educating kids in schools about things like this , I don't know why we don't have a whole lesson a week on the school curriculum teaching kids about having pride in their communities and how they should behave in society in general , what is acceptable and what is not.
