Amongst the many many sad things about this will be the number of people, probably members of family and neighbours, who will be saying or thinking this attack isn't as bad as others because it involves Muslims and it is pay back.

The answer to your question is of course by whom? If it's seen as a revenge attack, there are plenty of people watching from the sidelines who are only too willing to turn it into something bigger.
A loonie perpetrating this kind of thing is probably exactly the kind of reaction ISIS hope for.
