The Chief Executive

Paul Walker took up post of Chief Executive of Hartlepool Borough Council in August 2003

In 1988 he became Treasurer of Lancaster City Council, and was responsible for replacing the Rating System with Community Charges, then replacing those with Council Tax.
He also had responsibility for all the Council's direct labour organisations, and in addition, in the latter part of his tenure, Information Services.
In 1993 he was appointed to the position of Chief Executive of Kettering Borough Council in Northamptonshire, moving on to become Chief Executive of Dacorum Borough Council in March 2000.

The Chief Executive's role is to:

Develop open and supportive relationships between the elected Mayor, Council Members and it's paid service to create a real partnership at the heart of the Council.
Provide a clear sense of leadership, direction, optimism and purpose, harnessing and developing the resources of the whole organisation to this end.
Develop and promote effective partnerships and networks to deliver the Council's ambitions and build its reputation locally, regionally and nationally.
Act as the Council's head of paid service and its principal policy advisers.

The main duties and accountabilities of Hartlepool's Chief Executive are to:-


Provide clear direction and leadership for the Council senior management team to ensure that it responds positively and in a co-ordinated way to delivering the Council's priorities and the community's needs and expectations.
Develop and promote an enabling organisational culture that supports employees, encourages cross-boundary working and integrated solutions; and inspires self-confidence to respond to an ever-changing environment.
Ensure that clear, strategic objectives are set, monitored and achieved and that these reflect the policy direction and priorities defined by the Council.

So basically Paul Walker is a civil servant on a massive salary who can't be voted out anyway....

god you can talk some bollox and on this board that is some acheivement.

of course 90% of the expenditure is on wages as the council employs people to work for them
it is not a manufacturer so there is no visible output in most cases.
did you see any council workers out yesterday street cleaners/binmen/groundstaff/teachers at schools/cleaners/social workers/etc etc
you are obviously using a football club supporters forum to stir up anti council crap
why whats in it for you sctatchinghead

And you clearly don't pay council tax.. we pay it for you.

90% on wages, leaves 23 million to spend on everything else the council have to pay out on over the course of the year to keep the town running.

The roads to bring up to standard will cost 30 million.. so you clearly don't drive.
The road programme has been on hold for years as they can't afford it.

The green bin gets empied fortnightly to save money to waste elsewhere.

As for the football supporter forum, well you had a topic that I had an opinion on so I Joined..

I wasn't told that I am only to post football topics on here incase I upset the football fans on here, sorry about that.

Do you only care about the football team and not the town it is in? strange to me that.
