Who is this bloke ?

Apparantly he's quite popular amongst some Bunkerites. Why?

And he also featured in the Leicester City programme I think - referring to when a bloke "dressed in a skirt and heels " ( sctatchinghead ) was at the Leicester JPT.

Any thoughts ?

Actually just take Baron Lloyd Webber's head off and put it on the painting of the lady behind in the red, and ask him to drink a pint of Anti Freeze.
