The irony in that case is excellent, from the circumstances of where she was working to the sentence.

For a the risk of a measly £100 fine I'm off down the Civic today for a pile of forms to see how long I can get away with it for cos the interest at the bank would far outweigh the fine if or when you eventually got caught.

Probably because either,

a) they were in on it

or

b) most folk working for the council don't come from the top of the class.

or

c) Because there are so many 'working' there that they can't possibly all know each other.

The funny part is, if you're a green terrorist and enemy of the lentil... meaning you left your whelly bin lid open or threw a fag end down, you get a whacking fine, costs and then slapped with victim surcharges ... if you're a 'regular' ... you just get what you haven't been doing extended ... such as not doing community service and no victim surcharge ... 'season ticket holders' at the magistrates seem to operate in a different legal system.
