I dunno so much. When me and my mates were 7 year old we were never in the house and never watched by our parents, but then again we didn't have a bigass motorway just across the tips* like they had one just across the woods.
We did get the "keep off the main road" lecture every time we went out though, and we took notice of it. But for every ten kids who do take notice there's always one who doesn't and you have to cater for that.
I agree with the parent; it should be made impossible for kids to get on the motorway when there's a residential estate nearby. You can get away with errors in town but Motorways will get you every time.
