Chip's point was that he's yet to be found guilty. Being remanded in custody is irrelevant to this.

You can be:

'helping Police with their enquiries' which means that you have not been arrested and obviously not been charged.

Arrested on suspicion of - you are not free to go but not yet charged.

Charged after which you are generally bailed to appear in court on a set day.

Charged and remanded in custody either locally in the Police station or in jail.

It may well have been, but it was so off the point of Chip's initial statement that it looked like a typical answer to an exam question; an element truth, but not directed to the question! Chip was, in essence, asking if we should hang him before a trial (a rhetorical question at that).
