I suspect the way to bring some sense into this would be to compel teams to play full strength teams against them and the resulting drubbings might make the authorities realise this is a joke.

i blame the council for not declaring independance for hartlepool. we could end up in a world cup final if we were in a group consisting of andorra, gibralter and scotland.

surely a system similar to cricket could be used. reach a certain standard and you are grade 1. the others could have their own competition running along side the present one to have their own world cup. FIFA could have promotion and relagation between the two depending on performances.
