PHE are an Executive Agency of the Department of Health who have ultimate responsibility and who is the person in charge? I previously voiced my concerns about the way things were heading but what an underestimation. The level of ineptitude can barely drop any lower and the whole thing is now an absolute cat's arse trophe.
