Probably a bit of both like everywhere else on our crazy planet.

The trains are still exceptionally punctual in Germany...

i worked in china many years ago as an apprentice - if there is ever a place on planet earth where as a european/westener you want to feel like you're on another planet then visit this place- its beyond extraordinary in every sense of the word. From baron wilderness and rice paddies where villages probably dont even have running water (with a high speed train flying through it)- you can be in a futuristic metropolis within 10 mins its all very strange at times.

A lot of the foreign people who used to teach there left when they adopted an aggressive zero covid policy in 2020. I'm pretty sure you need all kinds of firesticks to get certain sites over there as well...although some say it's a bit like the "Twitter ban" Nigeria used to have in that the police and gov just look the other way unless you're openly posting rebellion.

It's pretty hard categorizing it into utopia and dystopia when it's such a vast landscape, however, it should be noted despite it's size it has one timezone, leaving the Uyghur Muslim minority in the far west basically waking in complete darkness. Doesn't seem very equal and fair to me!

I wonder if they invaded Taiwan would they gain the same embargos Russia would? I'd bet my left bollock they wouldn't. Can't have the children of MPs not buying shitty plastic fashion accessories and clothing off of Temu and Wish can you? Although to be fair, the Chinese can just paint a star of david on their flag...its worked for Israel in Lebanon after all!!!
