That tap is an accident waiting to happen. It is uninsulated and therefore vulnerable to changes in temperature especially in winter when the water in unlagged pipes can expand causing the pipe to split or joints to break.

I would recommend that the pipe be insulated with an approved material without delay. This is especially important in these environmentally aware days when water conservation is uppermost in the mind of any right thinking person and more so in a land such as China with its ever increasing population.
