OK the clue is that the code is based around the 1st paragraph of the Feb/March MB editorial

deliberate mistake.........
I at first said the current MB but it's actually the editorial of Feb/March MB. Page 3 beginning "Things are happening at last...."

I'm not sure I can make it clueier without giving it away.... but it's just on the principle of one letter standing for another.
It's nothing to do with Boris though :wink:
