Apologies in advance for my lack of intelligence but can someone explain to me why the attacks on migrants in SA are being reported as being Xenophobic attacks and not racist attacks?

I have googled both and it seems to me that the attacks could also be seen as racist. I am genuinely not mischief making here, just trying to understand why it isn't classed as rascism

Probably because its black on black so its not classed as racist but if white people had put rasta wigs on and blacked up and attacked real niggers then that is racist
