Only in the UK.
Britain has the most obvious speed cameras in the world. Nowhere else do they have huge panels saying "Evil yellow fluorescent cameras just ahead waiting to snap your speeding arse!", yet people still ignore them and whinge when they get caught.

No there's no compulsion apart from the 6 points and a £1000 fine ..

There's your answer; you cannot be compelled to sign the form and disclose the driver, but a fine and penalty points results. There are clear legal precedents that state that this fine does not breach Art 6 of the ECHR (the right to a fair trial and the associated right - the privilege against self incrimination). That article is simply wrong.

You could always use the laws of Physics to get out of a speeding fine

Using the laws of Quantum Mechanics - Heisenberg stated that you can know

(i) The speed of an object, but not its position or
(ii) The position of an object, but not its speed

This is Heisenbergs Uncertainty principle - a fundamental law of physics, so if you find yourself in court simply argue that to find you guilty of speeding on a particular stretch of road breaks the known laws of physics.
