Does anyone know the meaning of this graffiti?

As sprayed on the wall of the alley between Catcote Road and Swalebrooke Avenue (opposite Mormon? church), which isn't there now.

Also, 'Slacky Canner' was on the wall of a building at Brierton school.

The earliest I remember seeing this was in the early 1980s.
