what do you think about the couple who found a winning lottery ticket and cashed it in should they be done for fraud, or is it a case of finders keepers.

I always go along the line of if they are daft enought to loose it I am daft enought to find it, when its like a pound or a tenner on the floor, but when its a purse/wallet with cards etc in then I would hand it in.
