Which part of a football game can the Police make a decision on, over the referee ??

If there is a punch up between players (bowyer / Dyer) style. if they feel it impropper, they can arrest the players for a public order offence and assault

I am pretty sure in the not too distant past at Pools the Police decided which way the teams kicked in the first half which subsequently affected the second half.

All may be correct except for Chip which part of a football game does that come under, but answer i was looking for is

They can decide which end penalties are taken in a penalty shoot out prior to the referee on safety issues.

Whether or not the conditions in the stands are safe for the fans eg. even if the pitch is playable, if there is snow/ice on the terraces the police can call the match off due to safety reasons can't they?

I would of thought that the police could make a ref abandon a match when a major incident has happened like a fire or crowd trouble.
