Why did the referee speak to Clarky on the Cyril Knowles side of the box then about 30 seconds later call him over the other side to book him

It was handball but the way he dithered about that decision summed up why he isn't good enough to being officiating at that level.

personally I think he was wanting to send him off for deliberate handball, but he shit out of that decision...hence why he took his time.
