Why do limitations on catches only apply to UK boats, yet the Spanish, etc, seem to have a free go at fishing to their heart's content?

reminds me of a story about a poolie fisherman he was in fact from REDCAR but fished out of THE POOL
he was salmon fishing with his new nets he bought from Japan
he was boarded by the bailiffs and they proceeded to search is boat mweasure his fish and then his nets

a salmon fisherman is allowed 600 yds of salmon net per boat
he had about 1000 yds on board
when questioned his response was tongue in cheek
it is ok because i work in metres
so his fine dropped on the door mat within a week
