To toe the line is to stand beside it, i.e. your toe is right beside it and cannot get any closer to it.

To tow it would be to try and drag it along behind you. That would be silly.

Yes, but where was the line and what was the line for in the first place. I'd guess some historical signifcance or is it the military.
