That description is a bit hard to follow, but certainly once he had blown his whistle, whether rightly or wrongly, he couldn't allow any further play to count could he.
It's not even a case of disallowing the goal: play was already dead when the ball hit the net.

I suppose if he'd been sharper he could have waited before blowing then consulted the linesman before awarding the goal or not.
