Cheaper household fuel...?

...a report on Radio 5 tonight, had a government report of cheaper 'social' fuel for those suffering fuel poverty...... does this mean those who pay normal bills will be paying more to subsidise it?

I had a call at work today as a result of someone hearing about this. He wanted to know if I could switch him to the new 'social' tariff.

if people used their common sense and switched to cheaper billing suppliers rather than being 'stick in the muds' then the energy suppliers wouldn't be able to increase their prices all of the time......
