I think they changed the rules a few years ago, so that a phoenix club would be distinguished from the original one; also, I suspect, a show of petulance from the FA after the success of AFC Wimbledon despite the best efforts of the FA to dissuade them from forming a new club when the original moved to Milton Keynes - "Not in the wider interests of football" was the phrase they used at the time. It then became a sort of shorthand for disaffected fans to set up a new club, or for a pheonix club - there's an AFC Liverpool, there is (or was) an AFC Barnsley, and a few others as well (I think AFC Rushden and Diamonds is another).

Technically Chester are just Chester FC - although all the signs pointing to the ground still say Chester City; Halifax are FC Halifax Town; Hereford United became Hereford FC, although I think they have the motto "Forever United" on their badge.

It's all pathetic pissfiddling about by the twatting F.A. (never was an organisation more aptly abbreviated). Anyway Chester City were known as Chester before adding the City in 1983 so shirley we would be able to go back to at least Hartlepool's even if we couldn't have the United.
