It's bizarre in the strongest sense. Surely a quicker, better investment would be to 1. Actually keep a note of these threats or 2. Invest in more police. Not to mention York's market is hardly the world trade centre!

It's a wonder other councils haven't thought of these barriers yet, they're an amazing way to waste tax payers money!
