A lot can happen in 12 years but as things stand I'm inclined to agree with Fetish Bob. Can't imagine a world cup featuring none of the world's best players was what FIFA had in mind when they gave it to Quatar. Not they wouldn't deserve such a scenario like.

there's every likelihood that UEFA and FIFA will have gone their separate ways by then - the greed of the big European clubs will see to it that international football won't get the top players from the clubs any more. They are the paymasters and will ultimately call the tune. FIFA will end up on the bones of its arse
Having said that it will be a better spectacle to watch to be honest cos at least the players competing will be honest hopefully - with the likes of Blatter and Platini in their graves
