At the risk of sounding pompous......

1) "While the court will address the driving consequences of this woman's behaviour". She's going to get some sort of sentence for drunk driving & putting other people in danger.

2) "it is the underlying issues that have to be addressed" - it's more important to try and find out what the things were in her life that made her end up behaving like she did, and to try and do something about those things, rather than just punish her.


3) "by all our partners who are concerned with this driver" - my guess is that various different people like social services, alcohol abuse groups and other support services are involved with her already. Or if they're not involved already, they soon will be.

4) "and many other motorists' well-being as well as that of the general and motoring public." - um...... I suppose nobody really wants anyone else to get hurt because of her actions, though the judge seems to have said it twice.
