What are the council doing borrowing a League Two club that much money for a stand they don't need in the first place?

I'm not sure on the legalities re the supporters Trust change of constitution, but couldn't they hold and EGM ASAP before the AGM to change the constitution and hold then an election in accordance with the new constitution. :confusion-confused:
