Utorrent must be grabbing 100% of the bandwidth. Utorrent probably has a setting which allows you to allocate a max percentage of the bandwidth to that application.

Go to Options > Preferences > Bandwidth.

Lower the maximum download speed by 40 kb/s and lower the maximum upload rate to about 5kb/s

Should see you fine.
