1 Transocean the owners and the ones ultimately responsible for the day to day running of the Deepwater Horizon

2 Halliburton the company who done the cement job on the casing

3 Cameron the company who's failed BOP (blow out protector) a device designed to shut in the well failed to operate

Maybe its a typical case of the yanks going after the ones with the most money but rest assured the problem will be more to do with those above then BP
