It's a weird one this, they've been living beyond their means and not paying the taxman (like every other club in trouble) but the Conference rules seem to be extreme when it comes to this sort of thing. I get the impression that it's a case of the Conference wanting to say to the Football League that they're worthy of having the promotion/relegation increased as they're making sure that all the clubs in there would be strong enough to survive without going bust if they went up.

Their own admin isn't the best, there was quite a scandal last season when a number of clubs had points deducted for fielding ineligible players. Not in itself a problem, but as the Conf didn't bother to check every teamsheet that went back to them, in some cases it went on for weeks - Mansfield lost four, Oxford five, while poor Bognor Regis in the Conf South lost seven points. Meanwhile attempts to get the Conf management to answer for this (mainly on the Non-League Football Show which I listened to as a podcast) were met with stonewalling, and then statements that as good as accused some of the Supporters Trusts at affected clubs of stirring up trouble....
