one thing the bookies won't have let slip is the fact that Luton are notoriously hard to beat at Kenilworth Road. Regardless of who plays for them, they'll only lose two/three home games this season.
If their away form is above average, I can see them making a fist of it - they are a big club for League Two, definitely a lot bigger club than Pools, whether we like that or not.
It still counts for something, and a lot of Luton fans will have shortened those odds by betting on their team to stay up. If they do well they can easily pull in 9,000 even at that level.
I wouldn't write them off if they make a good start.
